Prof. Gastorn is a seasoned legal researcher and scholar and a practitioner of public international law. He holds the Bachelor of Laws (LL. B) and Master of Laws (LL.M) from University of Dar es Salaam as well as Doctor juris (Dr. jur) of the University of Bayreuth. He has attended several academic and professional trainings, and received numerous academic awards and honours including the Fulbright Visiting Research Scholar at the State University of New York, Buffalo Law School, New York, USA, (2014-2015).

 

He is currently the Secretary General of the Asian-African Legal Consultative Organization (AALCO), an Intergovernmental Organization based in New Delhi, India with a Permanent Observer status at the United Nations. AALCO is an advisory body and a forum for consultation to its Member States from Africa and Asia in matters of International Law. It is mandated to consider matters before the UN International Law Commission, and communicates the views of organization on matters of international law to the United Nations and other institutions and international organizations. In that capacity, he also oversees the work AALCO’s Regional Commercial Arbitration Centres in Kuala Lumpur, Tehran, Cairo, Lagos and Nairobi.

 

He is also the Honorary Fellow, Asian Institute of Alternative Dispute Resolution (AiADR), Kuala Lumpur; Advocate of the High Court of Tanzania and Subordinate Courts thereto except Primary Courts, Commissioner for Oaths and Notary Public; and Visiting Professor, China Institute of Boundary and Ocean Studies (CIBOS) of Wuhan University, China. He holds professional memberships in African Law Association, East African Law Society, Tanganyika Law Society and Indian Society of International Law.

 

Before his current tenure, he once served as the Director of Internationalization of the University of Dar es Salaam; Head of the Department of Public Law of the University of Dar es Salaam School of Law, University of Dar es Salaam; Associate Dean for Administration and Public Affairs, University of Dar es Salaam School of Law; Co-Founder and Coordinator, Tanzanian German Centre for Eastern African Legal Studies (TGCL); Chairperson of the Legal Aid Committee of the University of Dar es Salaam School of Law. He was also a Member of the National Environmental Advisory Committee in the Vice President’s the Office United Republic of Tanzania; Legal Expert in Admiralty/Maritime Law in the Indian Ocean Maritime Security Project (MASE) of the Indian Ocean Commission (IOC) representing Tanzania; National Coordinator of the Development Partners’ Basket Fund for Legal Sector Reform Working Group at the Canadian High Commission for Tanzania, supporting the Legal Sector Reform Programme (LSRP) under the Ministry of Constitutional and Legal Affairs (MoCLA); and a Wissenschaftlicher Mitarbeiter, Office of MdB Hartwig Fischer, CDU/CSU, Bundestag, Berlin, Federal Republic of Germany.

 

In his legal practice, he was appointed as Amicus Curiae of the Court of Appeal of Tanzania (Civil Appeal No. 41 of 2010 - Jackson Ole Nemeteni @ Ole Saibul @ Mjomba Mjomba and 19 Others (Appellants) v. The Attorney General (Respondent)).
